Our people are not murderers nor are they mercenaries, but they are very capable, and unless there is a very clear course of action required, they will do their best to capture and neutralize the threat. If they are determined to have had justification in their actions, which I doubt, but it will be considered, then they might be allowed to be handed over to an appropriate government official. If not, then there are options that might be discussed, but it is entirely possible that it will be left in our hands."

What would they do, when and if the Valkyries did manage to find the people responsible for this, whose jurisdiction did it fall into, the Klingons’, or the Gorn? The Federation made it clear that it wasn't a Federation issue, despite it involving Federation citizens. Yes, it happened outside of Federation Space, so the question was who is the legal authority.

The people we sent have their own way of dealing with such situations and as the family of the victims, you will certainly have some say in the justice process. He was a take-charge kind of guy. He, in all likely hood want to throw down and storm off and drag those responsible to prison.
