"I am not sure what method was used, but it is plausible that the weapon or weapons never made it to the General. One of the more popular methods is it fell off the back of the truck. Or something happened during transport if the weapons are shipped in large volumes it's easy to slip a few out of circulation without anyone noticing, they would have to do a full count manually to see where they are short." There were many ways they could have done this, they just didn't have the time to talk about all of them.
